Can the community club offer special privileges fro certain members?

This question is submitted by Susan G.  out of Stuart, FL. 

I live in a PUD where social membership is required in the club.

The club also offers  a golf membership which has a higher cost. Those who enroll in the golfing membership receive special privileges at the club. These special privileges  include preferential pricing for different meal types, including meals only supplied to golfers (i.e. Twilight Golf.) There are also blackout times that only allow for golfing members. 

They pay nothing additional for those privileges. Is that legal? If not, what can be done
