Can tree be planted without ARCH approval?

Question:

Our condo we have an ARCH . Which approves all permits for outside of condo requests. Does ARCH need to get the approval of neighbors before approving a request when this request affects the neighbors? Such as a tree to be planted in a common area facing other neighbors.  New York
