Can vehicles located on condo property be towed?


Question:

This question is submitted by Wiliam M. out of Colorado

Since I am in Colorado Springs I am told, per the internet, that no vehicles can be towed unless there are signs stipulating about the license plates. 

There are some "cars" that are, from a few weeks old to two and a half plus years old that are on a "public" roadway, there is also a vehicle with the plate in the rear tinted window, which the way I understand it, since they are on Condo Property they can be towed. 

Can anyone have the vehicle(s) in question have them towed at whose expense?
