Can we break up Florida HOA?

Question:

Is it possible for a group of 50 homes can drop out  and start their own POA or HOA? The HOA refuses to deal with the problems that have been proven issues. The County, River Water Management and the HOA 's own Attorney is in agreement with to be HOA problem to fix, but the board said they will never do.   Elkton Florida
