Charge fines even though the HOA C&R does not say so


Question:

This question is submitted by Jerry B. out of Florida

 

Our HOA Covenants and Restrictions (C&R) specify boats and trailers cannot be parked in front of the front line of the house. Our C&R does not explicitly say a homeowner will be fined for failing to comply with restrictions. 

Following the Florida HOA statutes, can we still charge reasonable fines, even though our C&R does not say homeowners will be fined for failing to follow restrictions?
