Gutter hasn't been cleaned out, what to do?

This question is submitted by Phyllis O. out of Columbus, OH. 

my front door has be can hard to close and open do to water running down the front of the porch from gutter not be cleaned out . this has been going on for month, I have bough this to management company they just blow me off.

Thoughts?
