Childish Power Struggle: Could a Moderator Help?


Question:

I am a Trustee of a small COA in MA. There are 4 units total consisting of a main building and a detached unit. It is a recent (2007) conversion to condos, as it was previously a solely-owned rental property. The owner initially sold two units in 2007 but was unable to sell the remaining two. One unit was sold late 2014 and the detached unit remain vacant.

Each owner is given equal 25% voting rights with an interest of 20/20/30/30 of the property. There are little to no reserves as the property requires extensive repair and maintenance. Therefore, special assessments are necessary. The problem exists that the association at one time was semi-functional and able to get work done although neighbors do not get along. Since the other unit was sold, the association slipped to dysfunctional and now is anti-functional.

At my request, we had a round table meeting with an attorney to help the owners understand the by-laws and trust agreement. That said, there are still problems and nothing is getting done.

My question: aside from hiring another attorney or property manager, does anyone know if there is a moderator for hire for the association meetings? In short, I'm looking for someone to sit in and take charge because the power struggle among the owners is ridiculously childish and unproductive.
