Community builder still "owns" association. No meetings in two years.

Question:

The builder of our community is still the declarant as we are not 98 percent sold. I've spoken with the management company we use and the declarant will not hold an HOA meeting. It has been two years and their are many issues that need to be addressed. What recourse do I have.  Georgia.
