Can condo association make owners replace hot water heaters?


Question:

Our condominium documents contain the usual language specifying a condo unit as within ceiling, walls and floors. This would indicate that anything within these parameters is not common property. The association board passed a rule requiring unit owners to replace all hot water heaters (inside the unit) that are over 12 years old. I believe this is not within their authority.
