Condo board has all owners paying for a few window replacements

Question:

I own at a complex where windows are the unit owners responsibility. I have new windows. The Board President (who does not have new windows and owns two units as an investment) initiated a "special project" whereby anyone who replaces their windows now will receive $135 per window as an incentive to change their windows. His reasoning is that these windows will not have to be painted. My issue is that a few of us have paid for new windows (or paid for this upgrade when they purchased their unit) and now we are all paying through our maintenance fees for others to have new windows. Of course the 12-15 unit owners who want to take advantage of this don't. But that equates to $15K-$20K of common funds.Does anyone see an issue with this besides me?
