Can Your HOA Demand Dog Papers That Aren't in the Rules?

I'm the Power of Attorney for my disabled sister who lives in a condo in CT. Her association has a two-dog limit. My sister has lived at the condo for 20 years and has had her dog for 13 years. Can the association ask for her dog license? It isn't in the rules and regulations, and they haven't asked in the past 13 years. No other tenant has been asked for their dog license. There have been no complaints against her dog. The request was made when I confirmed their 2-dog rules (thinking of getting her a service dog).
