Condo association spends over $12K without vote


Question:

Our Condo board of directors (mainly the President and Treasurer, although all BOD agree on a design project)  gave a $12,500 deposit to the design company for a proposal without getting a vote from membership on the project and the firm. Our Bylaws state we must have 75% vote.  Months later, I found out no competitive bids were obtained. President apologized although members are out the $12,500.  Votes were taken after the fact and there were not enough votes to allow project. What are our rights as members. This was a reckless decision we are a small condo. Thanks in advance
