Condo building burns to the ground. Monthly fees still apply.

Question:

Our building burned down, due to a negligence of the plumber hired by management. The plumber was not licensed nor bonded with the city and didn't have a permit to do the job. The repairs are scheduled for 6-9 months and we are out of our homes and have to live somewhere else. The Association wants us to pay full assessment fees for that time being. We are not using water, gas, TV, garbage removal; 17 Families are out of their homes. Is this legal? What can we do to reduce the Assessment fees?  Illinois
