Condo building heat pump is a noise nuisance

Question:

HEAT-PUMP LOUD AND ANNOYING SOUNDS.  THE HEAT-PUMP SMOKES AT TIMES. IT IS LOCATED OUTSIDE MY BEDROOM WALL. ALTHOUGH TNE CONDO-BOARD HAS REVIEWED THE NOISE. THEY ARE SLOW TO TELL THE OWNER THIS IS A FIRE RISK AND WE ARE NOT SLEEPING IN OUR BEDROOM DUE TO NOISE AND BANGING OUR WALL WITH SOUNDS, LIKE CRANKING ECT, WHAT CAN I DO TO HELP MYSELF WITH THIS ISSUE. THE UNIT IS SO OLD AND RUSTED INSIDE FAN,
