Addressing noise on condo building roof

Question:

I bought condo on third floor. There is noise from air conditioning units right above my master bedroom. I contacted the condo association and they told me that's not their responsibility.  Owners should be responsible. Talked to owners, nothing happens. What are your recommendations?
