Condo complex in need of paint job, board refuses. What can owners do?

Question:

Condo association refuses to paint. This is probably unusual as I can find no cases using lexis. We have the money but they refuse to paint after 14 years. We are becoming damaged and I need to know how to compel the board to do their job. What kind of court order do I ask for? Can I simply ask that the paint money be put into escrow? Do I sue them for the money to paint the entire 120 unit complex ($220,000)? Our documents state that they are responsible for painting, no ifs, no ands, no buts. It's the associations job.  Georgia.
