Condo owner wants to communicate via email with board


Question:

Our Condo Board president asked unit owners not to send e-mails. In every memo the board sent, they asked us to contact via e-mail, phone or postal mail. I have sent many e-mails asking for some clarifications/answers etc.. They did not answer any of my e-mails. Now the president is asking not to send e-mails.. just call him on the phone. I feel they can say anything on the phone including lies, false promises, threats etc.. They are afraid to answer my e-mails. How can I complainto the government or sue the board for ignoring my requests?  I am based in Connecticut.
