We are a private condo association with limited guest parking. All our spots are marked as guests only and this includes the Handicapped Spots. Our docs are specific in that all unit owners are required to park in their assigned garages and not in the guest spots. We have two owners that have taken the only two guest handicapped spots for their personal use. When we threatened to tow they threatened lawsuits. We believe that the ADA regulations do not apply to private associations. Please advise
