Condo residents are using visitor parking

How do you define a “resident” for parking rules. We have many people who park their second vehicle in visitors spots, and these people are using the defense that this person does not live in the building, but they clearly do. What rules / policy do you have in place to define a resident to restrict use of the visitors parking to visitors only?  Fort Meyers, Florida
