CA HOA renting out visitor parking spots

Question:

HOA-renting-visitor-spots.jpgI live in a condo complex which has 33 two story units. The complex is in California.

I believe we are required by law to provide a certain amount of visitor parking, 5 spaces for the size of our complex.

The HOA has started renting the visitor spaces to the owners, and now there is no visitor parking.

1. Can the HOA do this, and

2. Where can I find information on visitor parking requirement for a condo/townhouse complex?

Thank you, Joy
