Violation Dispute Procedure Issue


Question:

"Our condo's Rules and Regulations state that hearings of unit owners accused of violating them "will be conducted in a Closed Session, where only Board members, those directly involved, and the property management representative are permitted to to be present."
 
Please note: Large fines up to thousands of dollars can be imposed and liens can be placed on owners' units resulting from such procedures, yet those accused are not allowed to be represented by legal counsel.
 
Does anyone know if this is legal? References would be appreciated."
