Contracting property managers vs. full time direct employees for HOAs


We have had a few property managers and they all seems the same.  They are engaged for the first year and then they are less and less present and engaged over time.  They are more interested in doing the contracting and services work for which they bill additionally for which is typically more than our management fees.  Has anyone tried to rid of a property manager and just hire a full-time manager who is an employee instead?
