Developer does not disclose HOA financial records

I own a home in a HOA in Iowa. It is registered as a non profit corporation. Our Treasurer, original developer makes all decisions. No audits, no receipts. The Iowa State Attorney and Consumer Affairs tells me no state department controls any HOA’s and their activities. I ask for details on how our money is spent and the treasurer says there are no receipts so he can’t give us anything.
