Only HOA board members get things done quickly

Question:

Our Florida condo treasurer  wanted to make a change to her condo. She simply emailed the President and other board members and was granted the change.  I request a l very small landscaping change . And I have to wait a month for the next board meeting. This was a obvious illegal vote for the treasurer.  How do I file a complaint?
