Do all owners in Chicago condo association vote change bylaws?

Question:

We live in a building with less than 10 units for the past 10 years. Something prompted me to check out bylaws, noticed they haven't been updated since 2003 which seems like a long time. If we review and agree we need to update/revise, does the whole building vote on these changes or is it the board only?  Chicago
