Do we need a permit to tile condo floor?


Question:

I live in 5th floor condo and am in the process of installing tile throughout the unit. I received a from call from one of board members to add sound proofing as stated in the Rules We Live By not By-Laws. I thanked him because I not realize it should be done. My friend that is helping with the install so we bought the sound proof material then another board member says I need to get a permit to tile my floor. I'm like WHAT!!! Then she send me these documents to sign and have approved by board pertaining the exterior architectural changes. Now by-laws do say the interior of the unit is up to us maintained us except for plumbing, electrical or structural changes that need approval. Has anyone ever heard the permit is required to tile and sound proofing?
