Does ground floor unit require sound proof flooring?

Question:

I live on the first floor and I will be replacing the flooring in the entrance and kitchen which was already damaged when I bought the condo, now I'm told since I want to put tile down I need to have sound proofing done first before the tile. What I don't understand is that I'm on the first floor not the 2nd or above, why is this required.  Florida
