Does 52% pool ownership give majority association decision power? Ft. Myers, FL

Our Association shares a pool with 2 other Associations. Each owner has an equal share in the pool but one association has a membership that comprises of 52% of total ownership of the pool.

Does each Association have an equal say in the operation of the pool or does the Association with the 52% Majority have the say on how the pool operates to include repair and maintenance?
