What's HOA liability risk for owner working on common property?

Question:

Our Condo association is allowing an owner to go around trimming trees and planting shrubs and doing a lot of other various jobs.
Is this a liability for our association if she gets hurt and sues? I don't want to get stuck with a bunch of legal bills.
