Does developer pay HOA fees on unsold units?

Question:

Does the developer/builder have to pay HOA fees on the 1 remaining unit not sold in a townhouse complex of 5? And if so, when does he have to start paying those fees? Also, the first 3 units sold within weeks of each other, would the developer have to pay for the 4th and 5th HOA fees until they are sold?
