Does HOA board need vote before raising fees?

Question:

Is there a limit as to how much a Florida board can raise the monthly dues before they need to take a homeowner vote?
My HOA is going to raise my quarterly dues approx. $260 - 300 to pay for windows down the road. Isn't it better for the owners if it is considered a special assessment?
