Does the HOA have to accommodate handicap parking?

This question is submitted by lynne M. out of hyde park, MA.

Our condos were built in 1986 and we are an over 55 community. back then parking spots were not handicap accessible also some units didn't have railings to hold on to while descending their steps. Those same owners are now aged and feel the association should install railings and remove parking spots to create wider spaces for chosen owners. We are in Massachusetts. As a trustee I don't see why the association should make such drastic changes for 1 or 2 owners at the association expense.
