Is handyman working on HOA property licensed and bonded?

Question:

I live in a townhouse association and concern about our association's board hiring a handyman to complete repairs and maintenance throughout the complex.

Per our village building department which he is not licensed with, he can do minor repairs. However, they stated the association needs to confirm he has adequate bonding and insurance on file.

My question is can I request from the board copies of documentation confirming this handyman has update and adequate bonding and insurance on file?
