Expensive HOA fees in Omaha

Question:

Bought a condo in Omaha, 18 owned units, 163 rentals. HOA fee raised 25% for yearly expenses that were stated at $1.5 million. I cant believe it costs this much to operate one building?  Current monthly HOA is $520
