Fargo condo board banning owners from meetings

Question:

Our board of directors has frequently held closed-door meetings without notice to the association members, and claim the members are not invited to attend.

Our state statutes do not say anything about open meetings, nor do our by-laws.

Is it still legal to hold these meetings?

We are in North Dakota and our Condo Statutes are very vague and need to come updated.

One of the board members made a motion that all meetings with a quorum of the board be open to all owners. It was not seconded and nobody on the board seconded the motion, nor did they state why they believed the owners should not attend.
