FL board votes to evict tenants; can vote be repeated?

Question:

I am on our condo board of 7 members. Tonight we had a special meeting with 6 members present to vote on a motion: Should tenants of a privately-owned unit be allowed to stay.

All six, including the president, voted, and it was a 3-3 tie. The president said that because of the way the motion was stated, The tenants will now be evicted by the board.

The owner of the unit, and majority of residents do not want the tenants evicted! Can we bring the motion up again at a future meeting when all 7 board members are present?

Also, we feel the board does not have right to evict because unit is privately owned. There have been no official complaints against the tenants.
