Florida owner paying neighbor's AC bill for 13 years


Question:

I just discovered that the air condensers are not wired to the appropriate units in our condo in FL.

I have a 2 ton AC, and am paying for the power to my neighbor's 2.5 ton AC. The wiring has been wrong for 13 years and is wrong in as many as 26 other units.

Who is responsible for the fix? Unit owners? Association? Who is liable if someone gets electrocuted thinking they have cut the power to the wrong condenser?

The board is aware of the problem and about to inform the owners.
