Can You Force a Condo Board to Change Bylaws?

This question was submitted by Rose of California. 

I live in a condo and lost my homeowner’s insurance due to three claims, all originating from the unit above me. My insurance company refused to pursue the other property owner because our bylaws prohibit owners from doing so.  

I have written to the board, but they declined to amend the bylaws. Can I hire a lawyer to help me get the board to change the bylaws?
