Gated community pretends to have security cameras in place

We have signs on our gates to our gated community that say that there are security camera on the premises. There are none. The sign is considered a deterrent. I asked our board and management company about our liability if a resident was the victim of a crime and they asked for a copy of the camera tapes. The response was that it hasn't been an issue yet. Do we have liability should someone request them and we cannot produce them since the assumption from the sign is that we have some sort of security system?  New Mexico.
