Can HOA Board Members Install Personal Cameras in Common Areas?

Are there laws on personal cameras recording in HOA common areas? Board members recently installed personal cameras, and one faces the community parking lot, and by extension, a homeowner’s garage. That homeowner is taking issue with it. There is nothing in the governing documents about cameras.
