HOA entertainment committee vs. controlling board


Question:

In the past our Entertainment Committee was independent of the HOA Board and raised funds for decorations, dances, coffee hours, etc. The meetings were posted and anyone was invited and able to take part in discussing and decision making. Recently we have been told that it cannot be run this way and that the funds have to be part of the association and that the entertainment committee must be run like the board with only a few making decisions. Is there a limit to how much money the entertainment committee can have and also is there rules on how it has to be run?
