HOA was dissolved.  What about common area repairs?

There is no longer an HOA in my community due to it being dissolved (it’s ridiculous). There is a leak in the shared line but it’s very close to my home. City water shed said they cannot touch or work on it because it’s a private line. How do I go about getting this issue handled. It’s literally water bubbling up from underground and no one can point me in the direction to get the water off or who can repair it. Again it’s a private line, nobody knows what to do.  Georgia
