Can HOA bill me for two insurance deductibles?

Question:

Can an HOA charge a deductible for two occurrences on one insurance claim? I had a water leak and the downstairs was affected. The HOA is charging me two deductibles claiming it’s two occurrences even though there’s only one claim.  Can they do that?  Lake Stevens, Washington
