How can we retain condo board members?

Question:

Our 36 units condo board members are dropping out. We do not get paid for being a member. How can I approach home owners to join to become board member in our 36 units condo. What kind of benefit can we offer them to join to become board member. Thank you for your prompt acknowledgment.
