How do I know if I am buying into a good condo association?

Question:

I'm thinking of buying a one lake shore condo in Davao. Can anybody give me some advice.  Is it a good investment. What are the pitfalls.  I see some complaints about condo purchases online.  Is this a small proportion compared to the majority of buyers
