How do residents handle neighbor who is a nuisance?

Question:

As a board member of a 55+ community, we are faced with a problem about an unit owner who has been harassing our elderly unit owners by stomping up steps going to his 2nd floor unit. We have lost several good and elderly units because of this man. The ladies did not want to file charges because he is vindictive [cars were keyed]. How do we handle this man?
