How do we force out developer from condo association?

Question:

Our developer is a bit of a control freak.  He has yet to turn over the condo association to the owners and there is no timetable to do so.  When asked, the developer says when he thinks the association is ready.  How do we get the developer to transition over the condo association to the owners?  Can we take legal action here?
