Can associations ban outdoor gatherings and require face masks?


Question:

Can a condo association BAN all small outdoor gatherings and require face masks in all outdoor common areas?

State executive orders now allow for up to 250 people at outdoor gatherings with social distancing precautions. Masks are only required if social distancing can't be adequately maintain.

My HOA claims it is state law to prohibit ANY gatherings and masks are required, but that is not state law.

They say there are to be NO gatherings at all, not even small groups (ie 2 to 3 friends). And when outside for any reason, a mask must be worn.

Our buildings are spread out over 2 blocks with large lawn areas in front and back and on the sides, plenty of room for numerous small groups to be outside and be far away from each other. There have not been many people outside, not even before Covid, so there is plenty of room for those that would like to sit outside 6 feet from their friend and have a beer. and still be no where near another group (at least 50 feet away, usually a few hundred)
