Florida condo board not spending enough on termite and pest control

In Florida we have a lot of termites. Our condo is eight years old. Our board refuses to spend funds in outdoor termite traps and in the required surveillance. The Board claims that regular spraying (by pest applicator) of the inside of our units is sufficient. Our walls are in cement blocks but all stairs and roof structure are in wood or plywood. Carpenter ants have been spotted recently inside. Any suggestion on how to convince the board?
