How should the delinquent assessment be processed in Massachusetts?

This question is submitted by Jack S. out of Massachusetts

Our COA Bylaw and Declaration don't state how delinquent assessment should be processed. In the state of Massachusetts, is the COA required to send notice of past due assessments before they can collect attorneys’ fees from the delinquent owner? Does the Boston statutes require the association to provide notice by certified mail or can it be done through email?
